A variety of assistance programs are available to help customers pay their natural gas heating bills each winter.
Assistance Programs – PECO
PECO’s Universal Service programs are designed for low-income, residential customers who demonstrate or express difficulty in paying their monthly energy bill.
Energy Coordinating Agency
ECA serves families across Philadelphia through its network of Neighborhood Energy Centers (NEC’s) that serve as “one-stop-shops” for all low income energy services.
LIHEAP Application
The Pennsylvania Low Income Home Energy Assistance Program (LIHEAP) helps low income people pay their heating bills through home heating energy assistance grants and crisis grants. You need not have an unpaid bill to receive home heating energy assistance. You can receive this money without being in the Cash Assistance program. No lien is placed on your property if you receive this help.
Home Weatherization Program - Delaware County
Low income residents of Delaware County who own or rent a residence are eligible for home weatherization help from the Delaware County Community Action Agency.
Keep Seniors Warm - Philadelphia Corporation for Aging
PCA helps Philadelphia’s most vulnerable, frail and impoverished older adults with basic human needs such as fuel in winter, food, shelter, and medical supplies and prescriptions.
Project HEAT/Utility Assistance Program - Bucks County Opportunity Council
The Project Heat/Utilities Assistance Program helps prevent the termination of electricity for persons facing a utility shut-off.

The Utility Emergency Services Fund is a non-profit organization assisting low-income Philadelphia families with their emergency utility needs since 1983.
Weatherization Assistance Program - City of Philadelphia
The Weatherization Assistance Program provides free weatherization and energy-efficiency improvements to owner-occupied houses and tenant-occupied rental units in the City of Philadelphia.
